Rapid City Regional Airport (RAP) is located approximately 15-20 minutes (10 miles) from The DoubleTree by Hilton Rapid City and is serviced by major airlines.
A shuttle is available for $12 one-way or ride share options are available and average $30–$40 per ride. Complimentary self-parking is available at the hotel.

Conference Information
Rapid City, South Dakota—The Gateway to the Black Hills—offers a striking blend of natural beauty, cultural heritage, and regulatory relevance. The 2025 NCSLA Central/Western Regional Conference will take place at the DoubleTree by Hilton Rapid City Conference Center, a comfortable and well-appointed venue with easy access to some of the region’s most iconic destinations.
This year’s theme, "Monumental Perspectives: Elevating Alcohol Regulation from the Black Hills,” will address timely issues including multi-state permitting for manufacturers, the growing use of mobile driver’s licenses and associated challenges around youth access and fake IDs, and how the ethics of AI tools like ChatGPT are shaping the industry. South Dakota’s world-famous Sturgis Motorcycle Rally will also serve as a case study in understanding the impact of large-scale events on small communities.
Attendees will enjoy an evening to explore Rapid City, or an optional excursion to historic Deadwood on Monday, followed by a memorable President’s Dinner at Mount Rushmore on Tuesday—a fitting finale to a conference themed “Monumental Perspectives.”

Social Activities
We’ll have plenty of time to socialize and network during the conference. On Monday night, attendees will have a free evening to explore either Downtown Rapid City or take a trip to Historic Deadwood, SD.
Transportation to and from Deadwood (approximately a 45-minute drive) will be sponsored by the South Dakota Beer Distributors. Known for its Gold Rush history, gaming halls, and lively Western spirit, Deadwood offers a unique step back in time along with modern entertainment and dining. Learn more here: Historic Deadwood.

On Tuesday night, we’ll close the conference with the President’s Dinner at Mount Rushmore National Memorial —a one-of-a-kind evening at one of America’s most iconic landmarks.

Register before Friday, September 12th to take advantage of the Early Bird Rate. **Rates will increase by $100 after the 12th.

- NCSLA Past President (includes one guest) = Fee waived (NCSLA Bylaws Article I, Section 2)

- Guests Under 21 (All Meals + President’s Banquet) = $200

Cancellation Policy: All cancellations are subject to a $200.00 deduction per person. Due to contractual commitments there will be NO REFUNDS AFTER FRIDAY, SEPTEMBER 26, 2025.

Exhibitor Information: The cost of one (1) 6 ft. or 8 ft. skirted table for two (2) consecutive conference days is $500 per table. If you would like to purchase exhibit space please complete the Exhibitor section on the registration form. Exhibitor is responsible for all charges and making arrangements with the hotel. Once exhibitor has registered and paid the fee, Marisha Gonzalez will provide additional exhibitor information.
Attire: Attire for all scheduled business and social functions is casual or business casual. The average high/low temperatures in Rapid City is mid-60s°F/ mid-30s°F. Mount Rushmore can see temperatures as low as mid-20s°F at night, so please plan on bringing warm clothing and jackets for the President’s Banquet.
